The delegation of the Accounts Chamber attended the annual meeting of the INTOSAI Capacity Building Committee (CBC) in Tokyo (Japan) on July 1-3, 2019 for the first time since joining the Committee in 2018.

The participants presented reports on the professionalism enhancing mechanisms employed in SAIs, for example, training programs under the INTOSAI Development Initiative (IDI), as well as the SAI Young Leaders Programme, cooperation with the donor community, interaction with the INTOSAI committees and the Forum for INTOSAI Professional Pronouncements (FIPP) on the implementation of standards in SAIs, professional certification systems for SAI employees, peer reviews, cooperative audits, etc.

The Committee focused on the issue of SAI capacity building. In particular, four fundamentals for professionalism were identified:
• independence of SAIs and the impact of SAIs adding value to good public financial management (PFM),
• importance of standards to guide our professionalism,
• competent people as a prerequisite for professional SAIs,
• assessment – the value of performance measurement and the steps that follow.

At the meeting of the CBC Steering Committee, the delegation of the Accounts Chamber also made a presentation on the preparation for the XXIII INCOSAI, which will be held in Moscow on 23-28 September, 2019.
